Everyone in the room, including Russell, knows that Russell could not physically assault another player. Russell was able to get other players to forget this basic truth. He didn't change the rule and wasn't going to hit anyone. What he did do was exploit a mental weakness of another player, which as far as I know, is the object of the game.
