Rachel and Jordan at sometime point out to Jeff that he should wait to talk to Adam and/or Shelly until after the vote. Told him that if they get pissed off, they may not vote the way he wants them to.
IMO Jeff shot himself in the foot by confronting Adam and Shelly before the vote. Shelly did exactly what Rachel and Jordan said she would do.
Jeff said that Rachel/Adam, Jeff Jordan F4. So, Shelly would have been gone next anyway... However, had the PB not screwed with the game, and the POV not been catered to Rachel's strengths, there is a very real possibility that Rachel or Jordan would have gone home, giving Shelly another week. Shelly made the right choice after all for her game.
